Covington, Georgia, has been officially designated as a Rural Zone, a prestigious five‑year status set to activate powerful state tax incentives on January 1, 2025, fueling economic development and historic downtown revitalization.


How the Covington Rural Zone Benefits Businesses

Under this designation, eligible businesses and investors can access:

  • A Jobs Tax Credit of $2,000 per new full‑time equivalent job created (starting at a minimum of two new FTEs) for up to five years;

  • An Investment Credit covering 25% of property purchase costs within the zone (capped at $125,000);

  • A Rehabilitation Credit worth 30% of qualified renovation expenses for historic downtown buildings (up to $150,000)


These credits stack, though the job requirement must be met first. The designation applies to Covington’s historic downtown square and surrounding corridors, according to the official Rural Zone.


A Catalyst for Historic Downtown Revitalization

With this boost, Covington's leaders, including Mayor Fleeta Baggett, anticipate revitalization on multiple fronts: new businesses, property reinvestment, and job creation in the heart of the city. The Newton County Industrial Development Authority and Georgia’s Departments of Community Affairs and Economic Development are championing the initiative, aligning public‑private collaboration to preserve historic character while enhancing economic vitality.


What Residents and Businesses Should Do Next

Local property owners, developers, and entrepreneurs are encouraged to:

  1. Plan early for investments and renovations starting January 2025.

  2. Prepare to hire a minimum of two new FTE positions to qualify.

  3. Apply for certification through the Georgia DCA using the designated Rural Zone map and forms.

  4. Participate in downtown master‑planning efforts, including the public kickoff meeting on June 24 for Covington’s Downtown Master Plan, to align incentives with community vision.
